Coordinated attacks to systems of national alert: How Ukraine and Russia were hacked simultaneously

24Cevent Sin categorizar Coordinated attacks to systems of national alert: How Ukraine and Russia were hacked simultaneously

The day that failed warning systems: coordinated Attacks to applications of emergency in Ukraine and Russia

November 2, 2026, early morning (local time).

The citizens of Ukraine and Russia received notifications simultaneously on their phones:

  • ‘ALERT AIR: incoming Attacks detected. Seek refuge immediately.’
  • ‘WARNING CHEMISTRY: Detection of chemical weapons in the region. Evacuate in 10 minutes.’
  • ‘ALERT NUCLEAR: nuclear Threat is imminent. Evacuation protocol enabled.’

All were false.

What began as a mass panic became the evidence that the warning systems of national emergency can be hacked and used as weapons of disinformation.

PART 1: WHAT HAPPENED (FACTS CHECKED)

The attack

According to FDD (Foreign Policy, Defense):

FACT: Both Ukraine and Russia reported that their applications official emergency alert were hacked during the night of 1-2 November.

FACT: The attackers sent false alerts:

  • Air strikes/missiles incoming
  • Detection of chemical weapons
  • Nuclear threats are imminent
  • Evacuation orders

FACT: The alerts were distributed to millions of citizens simultaneously in both countries.

Immediate impact

SPECULATION CONTROLLED (because FDD did not disclose specific numbers):

  • Conservative estimate: 10-50 million people receiving false alerts
  • Mass panic in urban centers
  • Congestion of lines of emergency
  • Displacement unnecessary
  • Loss of trust in formal systems alert

Coordination of the attack

SPECULATION CONTROLLED:

  • The attacks occurred simultaneously in both countries
  • This suggests coordination of an actor single or group coordinated
  • The timing suggests prior knowledge of infrastructure on both sides

However, FDD has not publicly confirmed if it was the same group attacking both nations, or if they were actors separated.

PART 2: WHY IT WAS POSSIBLE (ANALYSIS)

Failure architectural critic #1: Credentials DevOps/Admin without security

For an attacker to send false alerts, I needed access to:

  • Systems of management of the app
  • Servers push notification
  • Database users (contacts)
  • Permissions bursting

How did it happen?

SPECULATION CONTROLLED: Patterns similar to Binance suggest:

  • Commitment of laptop/computer employee (phishing, malware, physical access)
  • Remote access credentials that are not protected (RDP without MFA)
  • Access Token committed without rotation

Bug #2: there was No segregation between development, staging and production

If the attacker was able to send alerts in real (non-trial), means:

  • He had not environment staging areas completely separate
  • Access to development = production access
  • Not had additional validation for emergency alerts

Bug #3: the Absence of a review manual for critical alerts

If the alert system automatically distributes any message without human validation:

  • An attacker can send million of messages before anyone notices
  • There is No ‘second factor’ for making critical national security

PART 3: THE HARM (BEYOND THE IMMEDIATE PANIC)

Erosion of trust in critical systems

FACT: When the alert system fails once, the citizens have no trust in them.

  • Future actual warnings can be ignored
  • In a real crisis, people don’t evac suat
  • The disinformation becomes more effective

Impact on emergency response

While the fake alerts are propagated:

  • The emergency call centres were overloaded (inability to respond to real emergencies)
  • Emergency resources were diverted to incorrect locations
  • Police, firefighters and paramedics were on high alert for no reason

Weapon of disinformation

ANALYSIS: This attack demonstrates that the warning systems can become weapons of massive manipulation:

  • Send fake alerts nuclear geopolitical conflicts
  • Cause economic panic (mass evacuations = collapse of services)
  • To undermine state authority

PART 4: HOW IT SHOULD HAVE BEEN THE ANSWER

Scenario: intelligent System for detection

If both countries had systems of detection of anomalies in real-time:

Second 0-10 (first access anomalous):

  • Alert: ‘Access to system alerts from unknown IP / laptop unknown’
  • Correlation: ‘This access is 1000x more anomalous that the pattern base’
  • Action: automatic Suspension of that access token + notification to the team

Second 10-30 (first shipment of alert anomalous):

  • Alert: ’emergency Alert sent without going through the protocol approval standard’
  • Correlation: ‘The user who sent it is not the computer alerts’
  • Action: auto-Lock shipping + reverse notification

Second 30-60:

  • Correlation: ’10 attempts to send alerts abnormal in 30 seconds’
  • Analysis: ‘Pattern of coordinated attack’
  • Action: total breakdown of the system of alerts + climbing at the national level

Result: A fake alert reaches 1000 people before being blocked. Not 50 million.

PART 5: HOW TO 24CEVENT WOULD HAVE HELPED

For critical infrastructure (national emergency alerts, systems of power, water, etc), the difference between a panic to 100 people vs. 50 million is to have systems that detect abnormalities before they are distributed.

1. Detection multi-layer

  • Access anomalous to administrative systems
  • Anomalous behavior in posts
  • Patterns of mass distribution outside of protocol
  • Deviation from the pattern of normal user

24Cevent correlacionaría all of these signals automatically.

2. Escalation according to severity

  • Access anomalous = alert to on-call
  • Sending alert anomalous = lock + escalation critical
  • Multiple flags = INCIDENT CRITICAL INFRASTRUCTURE

Do not expect millions of people to receive the message.

3. Rollback and containment

  • Detected attack → block shipping
  • Identify fake alerts sent → reverse/correction massive
  • Notify citizens: ‘The previous alerts were false’

All automatically, in seconds.

4. Analysis post-incident

  • ‘How much time between access compromised and the first shipment of a fake alert?’
  • ‘How many messages were sent before detection?’
  • ‘What was the vector of initial access?’

To strengthen national infrastructure.

CONCLUSION: CRITICAL INFRASTRUCTURE AT RISK

This attack demonstrates that the systems of national alert are vulnerable to the same attacks that any app.

The difference is the impact:

  • An exchange hacked = stolen money (recoverable, insurable)
  • One app alerts hacked = mass panic (non-recoverable, irrevocable)

For critical infrastructure, the detection of anomalies in real-time is not a feature — it is a requirement of national security.

Because when the warning systems fail, people stop trusting them. And when people do not trust the warning systems, the future actual warnings can be ignored.

The real cost of this attack is not the money that is lost. Is the erosion of trust in systems that can literally save lives.
